- Correct! The licensed boat captain (I am such) is FULLY responsible for the boat when on the seas. IF this man was at that time a licensed USCG Captain, the full responsibility was his; not boat owners for safety for all on board.

- The Post Office has been and IS its own enemy. The leaders get extremely high wages (over $300,000/a + benefits like having Govt. buy their homes when transfering.) no pay cuts offered from these "fat cats" to save the business.
